The +1 (plus-one) has only started with a limited rollout in America and nowhere else. And even in the US, only a small number of people will see it when they use Google. When it's there it is a little rectangle next to each Google Instant magnifying glass with "+1" appearing inside. If you can't find it, you probably haven't been chosen for the limited rollout. But don't panic - you can still head over to Google Experimental to force Google to turn it on for you.
Once you see the +1 button in your Google search results, that isn't the end of it, of course. You have to click on it. The moment you do it, the top portion of the button glints in several patent Google colors and you know it's working. Of course, it doesn't do anything for you, anymore than Facebook Like button does anything for you. All you've done is, you have tried to help the community of worldwide Internet users who are clueless about what websites are the most valuable. When you +1 a search result from out of your public Google Profile, you tell them that you give this site your vote for being valuable. Google will take that website more seriously from that point forward. If there are people on your +1 network (those would be your GMail contacts and the like) who like a website, you'll see their names next to that search result.
Google Social Search has been offering something of this kind of functionality for a couple of years already. It's just really taking off now. If you like a Google ad for the product the ad promotes, you can +1 the ad as well. If an advertiser doesn't like this (probably because he isn't getting any love) that's just tough luck. There's no way to turn it off.
One day, the Google +1 button also appear on websites (and not just on Google search results) the way the Tweet button and the Like button do it this time.
